Do you mean when imported without making any edits in Utau?
I've run into some vsqxs that are usable right after importing into utau, but many require some amount of editing before being usable. It might require a bit of note joining and adding note bends, but the vsqx you've mentioned can definitely become CV Utau friendly with a bit of editing. (I've tried it out and it's quite time consuming, but it can be done.) (I'm not trying to say that you should use that vsqx. It seems to me that it would take quite a bit of time and energy to edit it. I've stopped using other people's Usts and vsqxs for this reason.)

It’s alright I got help and found a ust that works! Vsqxs aren’t made with CV Japanese Utaus in mind and seeing as it would take a lot of editing (that I’m not very skilled in at all) I’m gonna stray away from it.
