Silly question but are you on a school computer? I noticed it said custom blocklist plus you mentioned it was a chrome book (which a lot of schools give to students)

if it's a school chrome book high chance it's not running mac or windows so you'd need something to let you run things for those os's

but that's only based on the chromebook I have an their are tutorials to get it on chrome book and their are ways to get around the blocking using a different wifi and if the school installed a program via google play you can press the force stop button a few times to get it to turn off
No, Utau is for windows and Utau synth is for Mac. I don’t think you can install Utau when using Linux, but there might be a work around.
if you were to install utau thru linux you would need to use wine, but as its a school issued chromebook i wouldnt do anything on it if i were you
