It's helpful for UTAU owners that cannot get access to the voice provider of their UTAU (for whatever reason) but still want to make new voicebanks for the UTAU. Or that is my theory and how I would use it... If it's another thing I have no clue. At all.

It doesn't harm your computer, it's safe. Though it's for UTAU only, doesn't work in OpenUTAU. If you got a warning from Windows or need help installing, it's completely safe and the installation of themes is very easy.

You have selected the R (rest) note only. If you select the blue notes (lyrics) it will make sound. The Rest Notes make no sound. It's like an empty space, but UTAU doesn't manage empty spaces, so it fills them with R notes.
