voicebank creation

yo - been working on this bank for a while and I was editing things today (mostly .oto's) and I've suddenly run into an issue where the files in the "E4 whisper" folder will not play. I'm not an expert on making VB's but I'm far from new to UTAU. for the life of me I cannot figure out why...

so i've been trying to oto my vcv bank, downloaded moresampler and put in the bank file as it was in a tutorial, but it keeps reading my romaji vcv as an arpasing bank??? please help
