UTAU should be the same to install on newer computers just as it was on older ones. Any older tutorials still should work, it hasn't had a major update since 2013.

if you want you can also install Open Utau. It doesn't require you to change your local

There are no significant differences between windows 10 and windows 11 for installing classic UTAU. You can still follow this guide.
