So, I'm a little confused. How exactly do you use an utau's whisper voicebank? I've tried downloading teto's whisper voicebank, but I can't get it to work. Can someone give me a hand? I'd appreciate it!

In the case of the whisper voicebank, you will need to add the 囁 suffix to the end of the lyrics. Here's the video they provided on using the suffix broker, be sure to enable subtitles using YouTube CC.

Um, I'm still a little confused. In the video, the person is typing something in Japanese then converting it to that symbol? I don't understand. I tried copying and pasting that symbol into the suffixbroker but it keeps turning into a question mark. Am I doing something wrong?
If Japanese characters are turning into question marks, that may be a sign that you haven't set your locale properly. Please ensure that you've set the encoding for non-Unicode programs to Japanese, and reinstall UTAU.
I'd really like to help you further, but my computer is set to another language for personal language study purposes. My friend @HitCoder can provide screenshots for you in English!
If you are using Windows 10, there is a language thing that is normally shown in the far right of your taskbar.
If it is set to ENG, then when you try copy-pasting Japanese into UTAU, you will get question marks. If you have already downloaded the files needed to change it to Japanese, then click on that. You'll see a thing that says Japanese under the English one. Click it. A button to the left of that should show the hiragana "a" symbol. If not, click it.

If you do in fact have your locale set correctly, what ArtsyPink has said is likely correct; some sources you copy japanese symbols from can cause them to not paste correctly into utau. If this is the case, then do as ArtsyPink described - i'll link a different timestamp of the above video where I show how to type in hiragana.
Once you have done this, to get the symbol required, the tutorial video Kiyoteru sent says to use hiragana input and type "sasayaki" (ささやき), and then you'll get a dropdown. Option 2 will be 囁き, of which you can then remove the き (ki) from the end, and you're left with 囁 (the whisper symbol).
