Mojibake instead of hiragana

Hello! Im sorry that i post so much, but i have a problem.

To be exact, i loaded an UST (for the song Kyu-Kurarin btw.) Yet it still shows these mojibake symbols.

i indeed did change my system locale, and keyboard to japanese. I think i did everything that people said i need to do in order to not have these mojibake symbols--...
