Off-Key Voicebank Help

I made a voicebank using samples from Animal Crossing (oto'd by Mangosiryan), yet for some reason it's noticeably off-key.
The voice seems to be something around one semitone lower than it should be, yet even just moving the notes one semitone up doesn't fix the issue.
I suspect the problem is with the samples themselves, but I don't know what it is exactly.
There's links to recordings of both the voicebank with the problem and Teto as a control.
Any help anybody can offer is greatly appreciated.

It might have to do with the resampler you're using. My friend made a voicebank that has the same issue with certain resamplers. Try messing with different ones and try regenerating frequencies for the ones you have tried

It has the same issue on both Classic and Worldline-R resamplers (I use OpenUTAU) and also strangely has messed up timings on Worldline-R. I also...do not know how to regenerate frequencies, sorry. How would I go about that?

Classic is not a resampler. That is just a way for openutau to use resamplers made for normal utau, and if you don't have any others installed then it just uses worldline again.
Anyways, to regenerate frequencies, you can either just delete all the .frq files from the voicebank or use the G flag on notes with phonemes you want to regenerate.

Ah, I see. I've now tried with the default resampler for the original UTAU, no change. I also don't know what you mean by "G flag". Sorry, I unfortunately don't know as much as I should about OpenUTAU (or UTAU in general).
