UTAU wont work properly

i have installed utau twice on two different computers and both times they improperly work. sure the issue could be regarded when i playaed around with the oto of voicebanks but the problem is fundemental, whenever i write a note, only 0,1 seconds of any note lenght plays an obscure sound of the corresponding wav file to alias. I am atleast a good user on UTAU-synth and i have never had such problems before, all voices i like to use worked well on utau-synth. i followed yuunariis guide for my avid computer which i want to use utau with. the second time i installed utau on my less good computer on windows 7, i only changed the system language to japan for the sake of unicode before installing utau ( yes my computer restarted after i changed the system language). problem percisted! uninstalling and reinstalling doesnt help. defoko kind of sounds ok in both computers but when i use kasane tetos english voice, hell raises upon me and same thing with hakaine maiko. one weird thing that happened with aino erufus swedish voice is that one note sang the alias backwards lol. well yeah ive been pestering the utau discord with this problem and have not found a solution. i really dont know my search words and i dont know how to independantly find information regarding this issue. there are screenshots and rendered sound files exampling what my problem is in discord. (why dont you just use utau-synth then) well i want to use hakaine maiko and moresampler is in .exe, and no im not willing to install wine and utau on my mac. thanks for reading and i appreciate if you help me <3<3<3<3 also if someone knows where to get a stable source for openutau. id love to have access to that (to anyone wondering, the upload of openutau got automatically deleted by a website that does so).

System language is the wrong setting. Locale can be found using these steps: https://java.com/en/download/help/locale.xml
On Windows 10, do NOT enable the beta UTF-8 option.
After fixing your settings, delete ALL UTAU files, redownload them, and reinstall. If you do not redownload, the files you already have will still be corrupted.

Unrelated to your issue, but Hakaine Maiko and other scream voicebanks sound best using tn_fnds, not moresampler.

this is why i thought moresampler should be used:
and heres a snapshot of my setting which im sure is the required thing to do to install utau. now, im sorry, the direct translation of this setting is: "change system language" but im sure its the locale if properly translated. So i dont think there has been any faults from my side.

Since your computer is European, you may need to change your decimal symbol from a comma (,) to a dot (.)
