Added 'Q' vowel and changed 'Pu:' to 'uw'

The 1-mora and 9-mora reclists I have right now are being updated to have a true 'o' sound, as in 'cot', and changed the diphthonh 'Pu:' to be 'uw', which would be easier for an UTAU user to type than the diphthong 'Pu:' which I had earlier.
