Google Chrome won't let me download the plugin at all. I'm desperate. I can't live without it. It marks it as a dangerous file and doesn't give me any options to download it, bypassing the warning.

You may want to try using a different browser to download the plugin instead of Google Chrome.
Alternatively, you may want to consider OpenUtau, which has many useful functions built into the software, removing the need for third party plugins.

Late reply but I second Kiyoteru with trying OpenUTAU. It's not any worse than default UTAU. Also, you can try removing the security on Chrome and turning it back on when you're done.
