UTAU installation problem

I can't even install UTAU for some unknown reasons at all, I installed the Japanese pack and followed youtube steps, but I was getting a problem.
when the installation bar has almost done it shows me something and I can't read Japanese so I translated it and the translation said this: "the hair network cannot be accessed"
I can try again or cancel it when I try again it goes back to the same message again, and when I cancel it it stops.

From google translate (camera app). It kind of sounds like you might be trying to install to a drive that isn't accessible. Make sure you're running the installer as Administator, but also when it asks you to choose a location to save the program, double check it's the correct place.
