utau won't install properly. pls help.

i had utau installed perfectly on my previous laptop, but after getting this one i haven't been able to properly install it, i've changed my region and i've done everything the tutorials have said but it just doesn't install properly no matter how many times i reinstall it... i know i must be doing something terribly wrong but i just can't figure it out

Is there an "additional date, time, and regional settings" menu in your region settings anywhere? Click that, then Region, then administrative, then change system locale
