Mango-tama's UTAUs can be found here. The readmes are outdated, but she has personally stated that none of the VB or characters require permission for commercial use. Also, it is encouraged for users to link back their works to her.

Althought contacting is preferred, you can use Mougeki Mero and Mougeki Allegro voicebanks for commercial use without permission.
For commercial usage of character, however, you must contact me first.

Hey my UTAU (Lance Lazor) can be used commercially in every-form no permission needed! Somtimes the banks require a paid license (for commercial use alone) other times they don't! But she's always available for comercial use! Here's her banks page on her site!

AAAH, I JUST NOTICED SOMEONE MENTIONED HANA, THANK YOU SO MUCH!!!
Also I'm making Other VBs as well!! I'm unable to release them in the order i wished because I've been trying to find an artist who isn't too busy and is able to deal with me not having money at all to make art for all 10, (I'm so sorry, I'm broke TwT) Plus not all of them are recorded yet (I need to stop Procrastinating on Moji and Moja's VBs, and i need to practice recording VCCV english so i can make English VBs for the 4 babies that I voice, hhhhhhhhhhhhh)
But as of Right now, Hana's little Brother, CUSL-03: Songbird is released!! You can also use him for Commercial Use without any Permission, but if anyone makes anything with either of them, I'd love to see it!!

Hirata Shou's reviews were of older voicebanks, comments stated there do not apply anymore. non-beta voicebanks are all fully configured

This thread is just listing if their commercial or not. Weather or not if they have a VCCV is something you have to do on you own terms.

I think Aiko might have one and some of them might have showcase items here you can flip through.
